There is hardly any person who would not smile at seeing a child's unfettered glee and there is no absolute state when it comes to human mind. So, ofcourse you can really try. Having said that sadness is also a healing phase many times. So should you really try is a completely different question.
Its very hard for a person to remain unhappy all the time, maybe he hadnt come across what he needs, so its just the matter of him meeting the right person/getting something he needs.
it depends on the person's mood at that time, if they keep on going back to being miserable, then it is hard-but it is worth trying to cheer them up with a favorite imitation, joke or gesture that will make them smile rightaway.
man needs misery, at any point in time, in some form. It his excuse, and reason to be happy too!. Some really get fixated , some gain from this "Theory of Relativity". So better deal with ur own pet peeves first before u look out. cheers Deep
Sadness is a reaction to a loss or either hope or material. Its a reaction and not a condition. One cant expect a person to become angry just because you asked him too. Similarly you cant tell a person to become happy . Its upto him/her to change their 'state' by themselves or listen to reason. But it is their choice.
I do belive though that one can divert the persons attention to something else and by doing so clear the persons mind of the problem for the time being and suggest an alternative at a later time.

joy and happiness are purely relative.
A person is 'unhappy' because he compares himself with a set of individuals on certain parameters.
He can be made 'happy' by showing him another set of individuals on a different persepective
so it is definitely possible.
